Much like Tommen Baratheon, Cersei Lannister's middle child, Myrcella, went largely overlooked until later seasons of Thrones, thanks to her overbearing older brother, Joffrey.

Cersei was so full of hate all she wanted was her revenge. Sure, she sent the Mountain to keep Tommen from going to the Sept, but beyond that I doubt she put 1 drop of thought into it. If she'd properly thought it through, she would have been with him, not torturing Septa Unella while he'd just seen the explosion.
