Riva has the longest beach area on the lake (most of the lake beaches are shingle) and you can swim in the lake - I have done it many times over the years in Riva and elsewhere.
From there, follow the signs for Lake Garda. You can also take a train from Milan to Peschiera del Garda, which is a town on the shore of the lake. The journey takes about 2.5 hours and costs around €20. Once you’re in Peschiera del Garda, you can take a bus or ferry to your desired destination on the lake.
